Serambi Ilmu Rakyat (SIR) is located at the Seventh Floor of Tower 1 Menara Kembar Bank Rakyat. It occupies an area of 13,789 sq ft and has a seating capacity of 500. The concept is based on Digital, 80% digital and 20% printed resources. Our motto is ‘Budaya Ilmu Budaya Rakyat’ which is ‘Clean and Simple Design with Digital Ambience’.
It is the Bank Rakyat’s social responsibility in improving the socio-economic status of the people of Malaysia through the generation of knowledge. The establishment of the SIR library is intended to increase knowledge among citizens of Malaysia, especially members of the bank, its employees and Yayasan Bank Rakyat sponsored students.
SIR Library is the digital library concept by using a comprehensive and up to date information technology system. SIR library is created to be a space for lifelong learning and become one stop center to rest and learn. SIR library provided the best place for use by all level of society from children, teenagers, IPT students, workers and seniors. SIR library provided user friendly library services with the strategic location with public utilities. SIR library covered with variety of collection and helping the entire user to find the solution in knowledge searching.

Serambi Ilmu Rakyat has signed a MOU with the National Library of Malaysia to enable library to borrow or loan out books amongst the participating libraries. The Interlibrary Loan service enables you to request books, journal articles, and other materials which you need for your purposes and which are not available in the SIR library collection. These books are requested from the libraries of other local libraries. All SIR members are eligible to use the SIR interlibrary loan service.

The SIR library is more than just a place for enjoying books, programs and free WiFi. Groups large and small can take advantage of the SIR Library's many spaces for everything from a small and brief meeting.

SIR Library provides meeting space where groups can gather for department meeting and business meeting.

 

Reservations

ALL reservations require at least 24 hours' notice. Room payment is due prior to your meeting/event. Please consult us to scheduling your meeting.

 

Workshop Room(Ruang Bengkel Serambi)

Basic small conferences, committee groups, tutoring, book clubs, community speaker events, and similar activities.

Unattended and Disruptive Children Policy

The staff of the SIR Library strives to create a warm, inviting, fun environment for children. The library offers many programs and services that encourage children to develop a love of books, reading and learning. However, the safety and well-being of children at the library is of serious concern. Parents are responsible for the behaviour of their children while they are in the Library and on Library property. The SIR Library staff is committed to helping children with activities related to the Library. However, it is not the Library staff’s responsibility to serve as baby-sitters, teachers, or disciplinarians.

 

Unattended Children

Children age 6 or under must be accompanied in the library. It is strongly recommended that all children are accompanied by someone who can take responsibility should an emergency occur.

Children age 7 and older may use the library on their own. However, parents are still responsible for the actions and the well-being of their child or children. Children using inappropriate behaviour may be asked to leave the library. Responsibility for the welfare and the behaviour of children using the library rests with the parent/guardian.

Parents should not use the Library as an alternative to day care. For safety’s sake, parents should make sure that their children are sufficiently mature before allowing them to visit the Library by themselves. Parents should also realize that, even in their absence, they are legally responsible for their children’s behaviour.

The Library is not responsible for the care and supervision of unaccompanied children prior to opening or after closing. Adults responsible for unattended school-age children using the Library should be aware of the Library’s hours and make arrangements to meet the children on time.

 

Disruptive Children

Disruptive behaviour is behaviour that is inappropriate in a library setting. Disruptive behaviour that is unacceptable in the Library includes:

  • Running, chasing, horseplay
  • Screaming, shouting, yelling, loud laughing or other noise
  • Eating or drinking
  • Abnormal, erratic behaviour that hinders normal library use
  • Continued or frequent loud talking in study areas
  • Pushing, hitting, fighting, biting
  • Throwing books or other objects
  • Prolonged crying or temper tantrums
  • Bullying or bothering other people
  • Jumping on furniture
  • Dangerous use of toys (pushing toys down the slide, ramming trucks, etc.

The Library’s rules and regulations are created to ensure equal access and service opportunity and to safeguard the academic interests of Bank Rakyat staff and SIR users.

 

1. Loans/Returns

a) No book or library material may be brought out of the library until the loan has been recorded. Unauthorized removal of the library materials is regarded as a very serious offence.

b) Library users are responsible for the safekeeping and return of library materials issued in their name.

c) Library materials shall be returned on or before the due date or earlier if the member is notified that an item is required by another reader.

d) Library books must be returned via the Self-check machine or Circulation Counter located at the SIR libraries.

e) A fine is charged on loans kept beyond the due date and is payable upon return of the item.

f) Official time for determining fines on overdue books and for other purposes will be read according to the time determined in the computer system at the library. If the system be down, the correct time will be determined by the library staff.

 

2. Losses and Damages

a) It is a serious offence to mutilate damage, misplace or refuse to return library material. Underlining, marking, folding of pages in the book etc. are strictly prohibited. Losses or damages must be reported promptly to the Library staff on duty.

b) The user will make good a loss or damage with a replacement copy (being the latest edition at the time of loss) at his/her own expense, or undertake to pay the current market price of the latest edition of the lost item; in addition to RM20.00 processing fee and fines due till the day that the loss was reported.

c) Any attempt to steal library properties is a serious offence and will result in disciplinary procedures and other appropriate actions.

 

3. Safety and Security

a) The library is under camera surveillance.

b) Patron who activates the Library alarm is liable to be questioned and checked. Please follow the instructions of the staff and produce your IC/staff card in such an instant.

c) Do not leave your possessions unattended at any time.

d) The Library shall not be responsible for the safety of any personal property left within the Library. Unclaimed and lost property found are to be handed over to the library.

e) Library users should leave the library at the second announcement before the closure of the library.

f) Behaviour or actions which interfere with the use of the Library by other patrons are forbidden and will be reported to the Security and disciplinary action may be taken.

 

4. Behaviour and conduct

a) Silence must be maintained in areas designated as “Silence” and in any event noise should be kept to reasonable levels and as appropriate to the designated area.

b) Food is strictly prohibited in the library.

c) Bottled water and drinks in sealed cups may be consumed in the library.

d) Alcoholic drinks are strictly prohibited in the library.

e) Library users are not permitted to make or take telephone calls within the library. Mobile phones shall be switched to silent mode at all times.

f) Moving library furniture from its designated place is strictly prohibited.

g) In line with SIR Library guidelines on dealing with Public Display of Affection (PDA - refers to demonstration of physical affection in public areas; examples include kissing, fondling and inappropriate sexualized gestures), unacceptable public displays of affection can result in being asked to leave the library.

 

5. Computers and Multimedia equipment

a) Users are not permitted to use the computers and multimedia equipment for unauthorized purposes.

b) Do not install or uninstall any programs in the computer.

 

6. Emergency Situations

a) In the event of an emergency requiring closure of the Library, members must leave immediately upon being asked to do so by the librarian in charge. While it is recommended that personal belongings are taken, this must not delay the evacuation of the Library premises. Re-admittance to the premises shall not be permitted until it has been confirmed that the emergency is over.

b) There are designated emergency exit which patrons can use to exit the Library. Patrons should familiarize themselves with the emergency escape routes.

 

7. Copyright

a) Copyright protection in Malaysia is governed by the Copyright Act 1987. Library users must comply with Copyright laws and licensing agreements when using audiovisual equipment, computers, online services and photocopying facilities.

 

8. Notes

a) Those who do not comply by the rules may be asked to leave the library by a member of the library staff.

b) The Chief Librarian may amend the Rules and Regulations as and when necessary.

c) The main purpose of these rules is to safeguard the common interest of all users and to enable the library to carry out its functions as efficiently as possible.
